My personal opinion is to try photopea first, as there's nothing to install and it has the most tutorials. Assuming you're not going to pay for photoshop, you can use photopea (with ads on the side) or the free and open source krita or gimp. You'd need to do this in an image editor. it's more packed with stuff, (except the basic ai tools gimp has), works by using KDE for Android, so it feels nice to use with out the Virtual Machine layer the Android GIMP app uses, also works with s-pen and supports bundles from the community to enhance the experience even.
